Roy Mellinger is Vice President of Information Technology Security and Anthem’s Chief Information Security Officer. He is responsible for protecting computer systems and applications, technical infrastructure, and information assets. He is also responsible for technology risk management, cyber incident response, investigations and computer forensic programs.

Mr. Mellinger joined Anthem in March 2009 bringing 30 years of experience developing and managing best-in-class physical, logical and information security programs for domestic and international business operations. Prior to joining Anthem, he served in executive security leadership positions for Sallie Mae, GE Capital, Heller Financial, Household International and Spiegel. Before beginning his career in the private sector, Mr. Mellinger worked in the government sector, assigned to both Intelligence and Law Enforcement operations.

Mr. Mellinger is a Certified Information Systems Security Professional (CISSP), with advanced certifications in Security Architecture and Information Security Management. He is a Project Management Professional (PMP) and Six Sigma Black Belt. In 2015 he was invited by the FBI to attend the first inaugural FBI CISO Academy class in Quantico, Virginia.

He has been on the Board of Directors for HITRUST (The Health Information Trust Alliance) since 2010 and is on the Advisory Board for The Lares Institute. He is a frequent keynote speaker on cybersecurity and information security management best practices. In 2012 he was invited to the White House to work with President Obama’s administration and the National Security Council on ways to improve government – public sector cooperation on cyber security threats, as well as the President’s National Strategy for Trusted Identities in Cyberspace (NSTIC). He also provided comment during the drafting of Executive Order 13636, Improving Critical Infrastructure Cyber Security issued by President Obama into law on February 12, 2013. He has testified and spoken about cybersecurity and regulations effecting the healthcare industry before the House Energy and Commerce Committee, the Senate Health, Education, Labor and Pension (HELP) Committee, the joint Senate and House Select Committee on Intelligence, the House and Senate Homeland Security Committees, and the National Academy of Sciences, Engineering and Medicine. In 2016 he was appointed to the HHS Congressional Cybersecurity Task Force.

In 2012 Mr. Mellinger was named by ExecRank as one of the top 50 security executives in the United States, in 2013 he received the Top Ten CISO Breakaway Leaders award by The Corporate Executive Board (CEB)/Evanta, and in 2017 he was named as one of the Top 100 Global CISO’s by Hot Topics and F5 Networks.
